Match Result Officially AnnouncedDecision 2-5/14. Condition of Competition. Revised 2014-12-31.
IN DEPTH: From RfG Rule 2-5: "Once the result of the match has been officially announced, a later claim may not be considered by the Committee, unless it is satisfied that the opponent knew he was giving wrong information."
 
From RfG Rule 33-3: "When a match play competition is played over an extended period, the Committee establishes the limit of time within which each round must be completed.  When players are allowed to arrange the date of their match within these limits, the Committee should announce that the match must be played at a stated time on the last day of the period, unless the players agree to a prior date." 

In most match play competitions it is the responsibility of the Committee to record the result of the matches on a list, a score board or in a computer. When this has been done the result of the match is "officially announced".

When a match play competition is played over an extended period the Committee may charge the players or the winners with the responsibilty to record the result of a match on a score board or a list. The recording of the result will show if the players have completed their match within the time allowed. 

Suggested wording. The words "by the winner" are used only when the winners are charged with this responsibility. This Rule shall always stand under its own headline.

Match Result Officially Announced
The result of a match is considered officially announced when the name of the winner has been recorded on the scoreboard at ... by the winner. Penalty: If no name is recorded on the scoreboard at the end of the last day allowed, both players are disqualified.
