Number of Clubs RestrictedRoG Rule 4-4. Condition of Competition. Revised 2015-01-01.
IN DEPTH: This condition of competition is not in accordance with Rule 4-4 and the Swedish Golf Federation (SGF) will not make any statement regarding cases where this condition has been used.
The result from rounds played under this condition of competition shall be used for handicapping purposes regarding reduction, but not raising, of a players handicap in all handicap groups of the EGA handicapping system. 
Suggested wording. In threesome, foursome or fourball competitions the following words may be added: "partners may share clubs provided the total number of clubs does not exceed ... clubs". This Rule shall always stand under its own headline.

Number of Clubs Restricted
In the ... competition a player may not start a stipulated round with more than ... clubs. He is limited to the clubs thus selected for that round. Excess club see Rule 4-4c.  
Penalty: Match play - At the conclusion of the hole at which the breach is discovered, the state of the match is adjusted by deducting one hole for each hole at which a breach occurred; maximum deduction per round - Two holes.
Stroke play - Two strokes for each hole at which any breach occurred; maximum penalty per round - Four strokes. 
Any club or clubs carried in breach of this Rule must be declared out of play by the player to his opponent i match play or his marker or a fellow-competitor in stroke play immediately upon discovery that a breach has occurred. If the player fails to do so, he is disqualified.
