Transporting Equipment on Motorised Golf Cart Prohibited. Draft at the request of the Swedish Disabled Org. Condition of Competition. Revised 2015-01-01.
IN DEPTH: The permit to use a cart for medical reasons is always personal. During a competition, which shall be played under the same conditions by all contestants, it is improper that players who are not disabled can transport their equipment on a disabled players cart. It is also important that disabled players, with a cart permit, feels compelled to transport a "non-permit" players equipment on his cart at the expense of all other competitors.

Suggested wording. This Rule shall always stand under its own headline.

Transporting Equipment on Motorised Golf Cart Prohibited
A player without permission to use a cart is prohibited from transporting his equipment on a cart during the stipulated round.
Penalty: Match play - At the conclusion of the hole at which the breach is discovered, the state of the match is adjusted by deducting one hole for each hole at which a breach occurred; maximum deduction per round - Two holes.
Stroke play - Two strokes for each hole at which any breach occurred; maximum penalty per round - Four strokes. Match or stroke play - In the event of a breach between the play of two holes, the penalty applies to the next hole. 
A player using an MGC in breach of this condition must immediately upon discovery that a breach has occurred ensure that he conforms with this condition for the reminder of the stipulated round. Otherwise, the player is disqualified.
