IN DEPTH: From Rule 7-2 Note 2: " The Committee may,  in the conditions of a competition (Rule 33-1) prohibit: a. practice on or near the putting green of the hole last played, and b. rolling a ball a ball on the putting green of the hole last played."

Definition Stroke: "A “stroke’’ is the forward movement of the club made with the intention of striking at and moving the ball, but if a player checks his downswing voluntarily before the clubhead reaches the ball he has not made a stroke."

 
The Committee may introduce this condition in order to be speed up play.

Suggested wording. This Rule shall always stand under its own headline.

Practice between Holes Prohibited
Between the play of two holes, a player must not make any practice stroke on or near the putting green of the hole last played and must not test the surface of the putting green of the hole last played by rolling a ball. Penalty: Match play - Loss of hole; Stroke play - Two strokes. Match or stroke play - In case of a breach at the last hole of the stipulated round, the player incurs the penalty at that hole.
