Extract from the Rules of Golf (RoG) Rule 33-1: "The Committee must establish the conditions under which a competition is to be played. The committee has no power to waive a Rule of Golf".


Extract from the Rules of Golf Appendix I Part A; Local Rules: "As provided in Rule 33-8 The Committee may make and publish Local Rules for local abnormal conditions if they are consistent with the policy established in this Appendix. In addition, detailed information regarding acceptable and prohibited Local Rules is provided in "Decisions on the Rules of Golf" under Rule 33-8 and in "Guidance on Running a Competition".  
If local abnormal conditions interfere with the proper playing of the game and the Committee considers it necessary to modify a Rule of Golf, authorisation from the R&A must be obtained".
 
Extract from the Rules of Golf Appendix I Part C; Conditions of the Competition:
"Rule 33-1 provides, "The Committee must establish the conditions under which a competition is to be played". The conditions should include many matters such as method of entry, eligibility, number of rounds to be played, etc, which is not appropriate to deal with in the Rules of Golf or this Appendix. Detailed information regarding these conditions is provided in the "Decisions on the Rules of Golf" under Rule 33-1 and in "Guidance on Running a Competition".  
However, there are a number of matters that might be covered in the Conditions of the Competition to which the Committees attention is specifically drawn".


To pursue this end the Swedish Golf Association (SGF) has decided to establish guidelines regarding the presentation of Local Rules, Conditions of Competition and Competition Regulations. Clubs associated to the SGF are recommended to use these to simplify the presentation and upkeep of Local Rules, Conditions of Competition and Competition Regulations.

The contents of the InfoBank is divided into the following sections:
1. Local Rules, which contains Local Rules presented or suggested in the Rules of Golf (RoG) or in the Decisions on the Rules of Golf;
2Conditions of Competition which contains Conditions of Competition presented or suggested in the Rules of Golf (RoG) or in the Decisions on the Rules of Golf;

3. Competition Regulations which contains regulations related to matters such as method of entry, eligibility, number of rounds to be played etc. Competition Regulations have no penalty but a player who fails to meet the requirements of a Regulation might be excluded from the competition.
4. Club Regulations which contains regulations regarding such matters as clubcars, dresscode, greenfee, parking, priority on the course etc. but also matters regarding safety and environmental preservation. Club Regulations have no penalty but a player who fails to meet the requirements of a Regulation may for example be told to follow the prescribed procedure or to leave the course as well as to have to pay a fine. 
5. Examples and Templates which contains the recommended way of presenting the Rules.    
6. How to mark a Golf Course which contains information regarding such matters as how to accurately define out of bounds, the margin of water hazards, ground under repair etc. and also information about the maintenance of the markings on the course.    
7. Course Set Up which contains information regarding how to prepare a golf course before a larger competition.
8. EGA Handicap which contains information regarding the EGA procedure to evenly distribute handicapstrokes, to be used mainly in matchplay competitions.
