IN DEPTH: From RoG, Definitions, Ground Under Repair: "Ground under repair is any part of the course so marked by order of the Committee or so declared by its authorised representative".
From Decision 23/5: ”An ant hill is a cast or heap made by an insect. A player is entitled to remove an ant hill under Rule 23-1.” 

An ant hill is a heap of loose impediments (leaves, pine-needles and twigs) that rises above ground level ("hill"). The player may remove loose impediments under Rule 23-1.
Ants are not burrowing animals and furrows, holes or runways around an ant hill are not ground under repair.

The Committee may, under Rule 33-2a(iii), declare ant hills to be ground under repair (GUR) and for environmental reasons, it may prohibit play from the area. The Committee may restrict the players right to relief to interference with the lie of the ball and the area of the intended swing.
Note that there is no relief from ground under repair when a ball is in a waterhazard.

Note that in competitions with expert players it might be preferable to mark all ant hills in areas where play is likly to take place in order to avoid any misunderstandig about the limits of ant hills.
For environmental reasons it is recomended to use stakes instead of paint to define the limits of ant hills. 

Suggested wording. When the Committee prohibits play from ant hills or restricts the relief the Local Rule retains "Play Prohibited" or "No Relief with the Players Stance" in the title and "may" is changed to "must". The title and the penalty may be removed when this Rule is placed together with other local rules under a specific headline.

Ant hills through the green are ground under repair from which play is prohibited. The player may/must take relief, without penalty, under Rule 25-1. Interference by ground under repair with the players stance is deemed not to be, of itself, interference under this Rule. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
