IN DEPTH: From RoG, Definitions, Ground Under Repair: "Ground Under Repair" is any part of the course so marked by order of the Committee or so declared by its authorised representative.

From Decision 33-8/32.7: "Question: Bird or animal dung is a loose impediment, but if a course suffers from an excess of dung that is difficult to remove and interferes with the proper playing of the game, may a Committee make a Local Rule providing relief from the excessive dung?
Answer
Yes. The Committee may declare dung that is prevalent on the course to be ground under repair and provide relief under Rule 25-1b. In addition, if treating the dung as ground under repair and taking relief under Rule 25-1b(iii) when a ball lies on the putting green is unlikely to provide complete relief, the Committee may authorise players to use equipment, such as a greens switch/whip, to remove the dung from the line of putt without any penalty applying under Rule 16-1a for incidentally pressing something down in the process of the removal." 

The Committee may state that interference by dung with the players stance is deemed not to be of itself interference under this Rule.
Note that their is no relief when the ball is in a lateral water hazard or a water hazard.

Suggested wording. The title and the penalty may be removed when this Rule is placed together with other local rules under a specific headline.
 
Bird/ Animal Dung. No Relief with the Players Stance
Bird/animal dung through the green is ground under repair. The player may take relief, without penalty, under Rule 25-1. When a ball is on the putting green players may use a switch/whip, to remove the dung from the line of putt without any penalty applying under Rule 16-1a for incidentally pressing something down in the process of the removal. Interference by dung with the players stance is deemed not to be, of itself, interference under this Rule. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
