IN DEPTH: RoG Appendix I Part B 2a: "If the Committee wishes to protect any area of the course, it should declare it to be ground under repair and prohibit play from within that area." 
If a players ball lies in or toches (see Decision 26/1.5) the bunker and the ground under repair from which play is prohibited interferes with the players stance or the area of his intended swing the player must take relief, without penalty, in the bunker under Rule 25-1b(ii)(a) or, with one stroke penalty, outside the bunker under Rule 25-1b(ii)(b). The player may also declare his ball unplayable under Rule 28.

Bunker Adjacent to Ground Under Repair from which Is Play Prohibited
The area on hole ... identified with and which limit is defined by ... is ground under repair (GUR) from which play is prohibited. The bunker is not GUR. If the ball lies in or touches the bunker and the GUR interferes with the players stance or the area of his intended swing the player must either, without penalty under Rule 25-1b(ii)(a), drop the ball in the bunker within one club-length of and not nearer the hole than the nearest point of relief, which must be in the bunker, or under penalty of one stroke under Rule 25-1b(ii)(b), outside the bunker keeping the point where the ball lay directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the bunker the ball may be dropped.
