IN DEPTH: From Decision 33-8/9, Local Rule Providing Relief from Damage to Bunkers Caused by Children
"Q. Some holes are accessible to the general public, and children play in the bunkers leaving footprints, holes and sand castles. ... May the Committee make a Local Rule ... ?
A. ... the Committee could declare unusual damage to the bunker to be ground under repair."

This local rule allows the player either to take relief, without penalty in the bunker, under Rule 25-1b(ii)(a) or, with one stroke penalty outside the bunker, under Rule 25-1b(ii)(b) from areas in the bunker damaged by playing children. 

Suggested wording. The title, the rules reference and the penalty may be removed when this Rule is placed together with other local rules under a specific headline.

Bunker Damaged by Playing Children

Damage in bunkers/the bunker on hole ... caused by playing children such as footprints, holes and sand castles is ground under repair. Rule 25-1 applies. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
