IN DEPTH: In hot or dry conditions cracks in earth may occur. The Committee may declare such cracks on a putting green, on a tee or through the green to be ground under repair
Note: Only in exceptional circumstances should interference by the cracks with the players stance be granted.

Suggested wording. The title and the penalty may be removed when this Rule is placed together with other local rules under a specific headline. 

Cracks in Earth
Cracks in earth on a putting green, on a tee or through the green on hole ... are ground under repair. Interference by the cracks with the players stance is deemed not to be, of itself, interference under this Rule. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
