Ground under Repair. No Relief with the Stance RoG, Definitions Abnormal Ground Conditions and Ground under Repair and Rule 25-1a Note. Decision 20-2c/7. Temporary Local Rule. Revised 2013-12-01.
IN DEPTH: RoG, Definitions, Abnormal Ground Conditions:"An “abnormal ground condition” is any casual water, ground under repair or hole, cast or runway on the course made by a burrowing animal, a reptile or a bird." 
RoG, Definitions, Ground under Repair: " “Ground under repair” is any part of the course so marked by order of the Committee or so declared by its authorized representative. All ground and any grass, bush, tree or other growing thing within the ground under repair are part of the ground under repair. Ground under repair includes material piled for removal and a hole made by a greenkeeper, even if not so marked. ..."
RoG, Rule 25-1a Note: ": The Committee may make a Local Rule stating that interference by an abnormal ground condition with a player’s stance is deemed not to be, of itself, interference under this Rule." 

When there are several areas with ground under repair close together it might happen that a player who takes relief from ground under repair under Rule 25-1b or c gets interference from another ground under repair. To avoid some of these situations the Committee may, under Rule 25-1a Note, in a local rule deny the player relief from interference from ground under repair with the players stance
Note that it is better to mark one large area as ground under repair instead of several small areas close together to avoid the problem.
Note that under  Rule 25-1b this local rule is applicable through the green, in a bunker, on a putting green and on a tee but not if the ball lies in or touches a water-/lateral water hazard.

Suggested wording. The headline and the penalty may be removed when this Rule is placed together with other local rules under a specific headline.

Ground under Repair. No Relief with the Stance
Interference by ground under repair with the players stance is deemed not to be, of itself, interference under this Rule. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
