Ground under Repair. Play Prohibited. RoG, Appendix I Part B 2a; Decision 1-4/9 and 1-4/10. Temporary Local Rule. Revised 2015-11-24.
IN DEPTH: From Appendix I Part B 2a: "If the Committee wishes to protect any area of the course, it should declare it to be ground under repair and prohibit play from within that area." 

The Committee may declare areas which are newly sown, returfed, dug up or waterlogged, areas that the players should not enter e.g. where there are bees, birds-nests, fire-ants or snakes or areas which are environmentally protected as ground under repair. The limit of such an area may either be defined by blue-white stakes or by a white spray line and identified by blue-white stakes within the area

As the player must take relief (without penalty under Rule 25-1b) the margin of the area ought to be defined in such a way that the nearest point of relief is in a playable position. If this is impossible the Committee may establish one or several dropping-zones - click to link
. The player may also take relief, with a one stroke penalty, under Rule 26 or 28 if applicable.
Note: Areas which are dangerous to enter should be clearly marked and the Local Rule displayed at the site.

Suggested wording. The headline, the last two sentences and the penalty may be removed when this Rule is placed together with other local rules under a specific headline.

Ground under Repair. Play Prohibited.
The area/areas on hole ... which limit is defined by blue-white stakes /a white spray line and identified by blue-white stakes is ground under repair from which play is prohibited. If a players ball lies in the area, or if it interferes with the players stance or the area of his intended swing, the player must, without penalty, take relief under Rule 25-1. If it is known or virtually certain that a ball that has not been found is in the GUR the player may, without penalty, take relief under Rule 25-c(i) otherwise the player must proceed under Rule 27-1. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
