Heaps of Leaves in Bunker RoG, Definitions, Ground under repair and Decision 13-4/33. Temporary Local Rule. Revised 2014-12-02.
IN DEPTH: In the autumn the wind may cause leaves to accumulate in bunkers. The Committee may, in a Temporary Local Rule, declare these heaps of leaves in bunkers to be ground under repair. As soon as the condition ceases to exist this Temporary Local Rule ought to be removed.
If a ball lies in or touches a heap of leaves in a bunker or when it interferes with the area of the players intended swing the player may, without penalty, take relief under Rule 25-1b(ii). If it is known or virtually certain that a ball which has not been found is in a heap of leaves in the bunker the player may, without penalty, take relief under Rule 25-1c(ii). In the absence of such knowledge or certainty the ball is lost the player must proceed under Rule 27-1.
Note: By Definition leaves are loose impediments which may be touched or moved when the player searches for his ball in a bunker (see Rule 12-1b) but if the ball moves the player incurs a one stroke penalty under Rule 18-2a. 

Suggested wording. The two red-coloured sentences can be removed if the Committee considers that the players knowledge of the Rules is adequate. Only in exceptional cases may the Committee deem that interference from leaves with a players stance is interference under this Rule. This Rule shall always stand under its own headline.

Heaps of Leaves in Bunker
Heaps of leaves in bunkers on hole ... is ground under repair and Rule 25-1b(ii) applies. If a players ball lies in or touches a heap of leaves or if it interferes with the area of his intended swing, the player may, without penalty, take relief under Rule 25-1. If it is known or virtually certain that a ball that has not been found is in a heap of leaves the player may, without penalty, take relief under Rule 25-c(ii) otherwise the player must proceed under Rule 27-1.
Interference from a heap of leaves with the players stance is not interference under this Rule.
Penalty: Match play - Loss of hole; Stroke play - Two strokes.
