Protective Fence with Dropping Zone providing Line-of-Sight Relief RoG, Appendix I Part A 6; Decision 33-8/18. Local Rule. Revised 2015-11-29.
IN DEPTH: From Decision 33-8/18: "If a net, wire fence, railing or paling is erected to protect players on the tee of one hole from errant shots played at another hole and it is relatively close to the line of play of the other hole, it is permissible to make a local rule allowing the player whose ball is in such a position that the fence intervenes on his line of play to drop the ball, without penalty, not nearer the hole in a specified dropping zone".  
Note: Exceptions (a), (b) and (c) of this Local Rule limits the players rights to take relief.

Protective Fence with Dropping Zone providing Line-of-Sight Relief
If the protective fence on hole ... lies directly between the players ball and the hole and is on his line of play the player may, without penalty dropp the ball in the dropping zone/nearest dropping zone even though the nearest dropping zone may be nearer the hole than where the ball originally lay. 
When dropping in a dropping zone the dropped ball must first strike a part of the course within the dropping zone. The dropped ball is in play if it comes to rest within two club-lengths of the spot where it first struck a part of the course even if it rolls out of the dropping zone or nearer the hole. Dropping and re-dropping see Rule 20-2 and Appendix 1 Part A 6 Note. 
Exception: A player may not take relief under this Rule if (a) interference by anything other than an the fence makes the stroke clearly impracticable or (b) interference by the fence would occur only through use of a clearly unreasonable stroke or an unnecessarily abnormal stance, swing or direction of play or (c)  it is clearly unreasonable to expect the player to be able to strike the ball far enough towards the hole to reach the protective fence.
Penalty: Match play - Loss of hole; Stroke play - Two strokes.
