Ball Deflected by Power Line. Decision 33-8/13. Local Rule. Revise 2015-07-04.
In Depth: Overhead cables, power lines or telephone wires, but not electrified farm fences,  may intervene with the play of a hole. The Committee may make a Local Rule that requires the player to replay, without penalty, a stroke when the ball is deflected by the line in accordance with the procedure in Rule 20-5 ("Making next stroke from where previous stroke made"). 
A player may substitute a ball when proceeding under this Local Rule.
Note: The Committee may include in the Local Rule the poles, towers or angled stays supporting such lines which are positioned so that they interfere with the play of the hole.
A transverse beam and insulators on a tower or a pole are part of the pole or tower.  

Suggested wording. This Rule shall always stand under its own headline.

Ball Deflected by Power Line
If a ball strikes a power line, tower, pole, angled stay or ... on hole ... the player must, without counting the stroke and without penalty, play a ball as nearly as possible at the spot from which the original ball was played in accordance with Rule 20-5. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
