Distance-Measuring Devices. RoG Rule 14-3 Note, Appendix 1 Part B 9 and Decisions 14-3/0.5, 14-3/2, 14-3/3, 14-3/4 and 14-3/18. Local Rule. Revised 2015-01-13.
IN DEPTH: From Rule 14-3 Note.: "The Committee may make a Local Rule allowing players to use devices that measure or gauge distance only."
From Decision 14-3/0.5: "... the use of a distance-measuring device that is designed to gauge or measure other conditions that might affect a players play (e.g. gradient, wind speed, temperature, etc) is not permitted regardless of whether such an additional function is used."
Decision 14-3/2 and 14-3/3 prohibits the use of specially marked scorecards or pencils, eyeglasses or binoculars with range-finding attachments.
Decision 14-3/4 allows the use of a compass as it only provides directional information and does not gauge or measure variable conditions or assist the player in his play.
Decision 14-3/18 states that the prohibition in Rule 14-3 is only applicable to the specific act of gauging or measuring conditions that might affect a player’s play (e.g. through use of an anemometer or a thermometer). When accessing weather reports provided by a weather station through an application or internet browser, the player is not actively measuring or gauging the conditions. 

The Committee may limit the use of distance-measuring devices to certain competitions e.g. "In this competition (specify competition or series of competitions)",  "If not otherwise stated in the conditions of a competition", " For all play at this course", "Except in the following competitions ... ."

Note: In all competitions under the auspices of the Swedish Golf Association the use of distance-measuring devices during the stipulated round are prohibited.

Distance-Measuring Devices (Rule 14-3 Note)

In this competition (specify competition or series of competitions), a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.”
Note 1: Trolleys with a distance-measuring capability may be used provided any other non-conforming features are disabled or covered up (e.g. switched off, ‘taped up’, or in ‘competition mode’).
Note 2: Multi-functional devices (such as a mobile phone) with a distance-measuring application may be used to measure distance only if: the application  measures distance only and the multifunctional device does not have features, which can measure wind speed, temperature and/or give club recommendations regardless of whether any such additional function is actually used. Other additional features that might assist the player in his play may be installed provided they are not used.
