Wasteland, Sandy Areas Through the Green. RoG, Rule 25-2; Decision 13-2/9 and 13-2/12. Local Rule. Revised 2015-01-15.
IN DEPTH: On some courses there are sandy areas (wasre-areas) which are not hazards but part of through the green. In such areas the player may remove loose impediments, lightly touch the ground when addressing the ball and touch the ground in the backswing. 
A player who takes relief under Rule 28 (Ball unplayable) may drop the ball outside the sandy area as the restrictions in Rule 28 b and c are only applicable when the ball is in a bunker

Note that if there are bunkers at a hole with sandy areas they should be surrounded by grass to avoid being treated as areas through the green.

Suggested wording. This Rule shall always stand under its own headline.

The sandy areas on hole ... are a part of through the green. The player may, with one stroke penalty and without the restrictions for a ball in a bunker, declare his ball unplayable under Rule 28. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
