Flowerbeds, shrubberies and the like may sometimes be surrounded by a fence or a wall (an obstruction). To avoid that players have to play from such an area the Committee may declare the landscaped area to be part of the obstruction.
The Committee can use orange markers to define the whole area as an obstruction-Click to link.
Note that a loose part of an obstruction may not be bent, broken or removed under Rule 13-2.  

In English. Suggested wording. The red-coloured headline and the penalty may be removed when this Rule is placed together with other local rules under a specific headline.

Decorative landscaped areas on hole ... surrounded by an obstruction are part of that obstruction.  Penalty: Match play - Loss of hole; Stroke play - Two strokes.
