In depth: From Definitions; Obstructions: "An obstruction is a movable obstruction if it may be moved without unreasonable effort, without unduly delaying play and without causing damage. Otherwise it is an immovable obstruction.
Note: The Committee may make a Local Rule declaring a movable obstruction to be an immovable obstruction.

From Definitions, Out of Bounds, Note 2:"A committee may make a Local Rule declaring stakes identifying but not defining out of bounds to be obstructions."  

The Committee may declare obstructions which are easily moved (e.g. advertising boards, benches, hoses, sign posts, chains or ropes and their stakes  and stakes defining the limits of water hazards) to be immovable obstructions
Out of bounds stakes that define out of bounds are deemed to be fixed but may be declared to be immovable obstructions if they only identifies out of bounds.
 

Note: As players may unintentionally break this local rule it may only be used in exceptional cases and the information to the players must be very clear.

Obstructions Declared to be Immovable
The ... on hole ... are immovable obstructions.
 Penalty: Match play - Loss of hole; Stroke play - Two strokes.
