In depth: From Definitions; Obstructions: "An obstruction is a movable obstruction if it may be moved without unreasonable effort, without unduly delaying play and without causing damage. Otherwise it is an immovable obstruction.
Note: The Committee may make a Local Rule declaring a movable obstruction to be an immovable obstruction
From Definitions, Out of Bounds, Note 2:"A committee may make a Local Rule declaring stakes identifying but not defining out of bounds to be obstructions." 

The Committee may declare obstructions e.g. advertising boards, benches, hoses, signposts, chains or ropes and their stakes to be movable obstructions
Stakes (or plates) which define water hazards, ground under repair etc. are movable obstructions as long as the Committee does not declare them to be immovable. The Committee may choose to declare stakes that identifies but not defines out of bounds as movable obstructions.

Suggested wording. The titland the penalty may be removed when this Rule is placed together with other local rules under a specific headline. 

Obstructions Declared to be Movable
The ... on hole ... are movable obstructions.
 Penalty: Match play - Loss of hole; Stroke play - Two strokes.
