In depth: From Rule 24-2b; Note 3: "The Committee may make a Local Rule stating that the player must determine the nearest point of relief without crossing over, through or under the obstruction."

When a player takes relief under Rule 24-2 for a ball that lies close to fence, a net or a wall or another immovable obstruction the nearest point of relief might be behind the obstruction. To avoid that the players new lie might be almost unplayable the Committee may decide that the player must determine the nearest point of relief without crossing over, through or under the obstruction. Note that the Committee might use this local rule to prevent players from playing from the tee of another hole or for safety reasons.


Suggested wording. The title and the penalty may be removed when this Rule is placed together with other local rules under a specific headline or is a part of another local rule.
