An obstruction may consist of several different parts. E.g. a pole with supporting guy wires, a "half-way house" can have an adjacent parking area for trolleys, a clubhouse or greenkeepers shed may be surrounded by artificially surfaced roads or flowerbeds, an artificially surfaced road may have wooden railings etc. 
The Committee may declare that such obstructions constitute a single obstruction and, if necessary, define the whole area covered by the obstructions with orange markings (Immovable Obstruction) or with a white spray-line.

Suggested wording. The red-coloured headline, the finishing sentence and the penalty may be removed when this Rule is placed together with other local rules under a specific headline.

constitute a single immovable obstruction and the margin is defined by ... . Rule 24-2 and 24-3 applies. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
