Road, Defined as Out of Bounds, Divides Course. Status of Ball Crossing Road Decision 27/20. Local Rule. Revised 2015-01-13.
IN DEPTH: From Decision 27/20: "A public road (or a rail-road) which has been defined as out of bounds divides a course. Because it is unfair that a ball on the road is out of bounds and a ball beyond it is in bounds the following Local Rule may be adopted. ... " 
Note that if might be necessary to define the area which is deemed to be out of bounds with white stakes.

Road, Defined as Out of Bounds, Divides Course. Status of Ball Crossing Road
During play of hole ... or hole ... a ball which crosses the road, which is defined as out of bounds, and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
