IN DEPTH: The limit of out of bounds may be defined by an artificially surfaced road. The road ought to be clearly defined and covered with e.g. bitumen, concrete, gravel, macadam, tarmac or stone.
A ball is out of bounds if all of it lies on or beyond the road.

Suggested wording. The title and the penalty may be removed when this Rule stands together with other Rules under a specific headline. The last, red-coloured sentence may be removed.

Road Defines Out of Bounds
The limit of out of bounds on hole ... is defined by the artificially surfaced road. A ball is out of bounds when all of it lies on or beyond the road. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
