Stone Wall Outside Face Defines Out of Bounds. RoG, definitions, Out of Bounds; Decision 33-2a/16. Local Rule. Revised 2015-01-3.
IN DEPTH: When a stone wall, which defines out of bounds, is in disrepair and the inside face is irregular the out of bounds line may be difficult to determine. The Committee may define out of bounds as being beyond the wall. The out of bounds line is determined by the nearest, most outside points of the stones at ground level. At openings in the wall the out of bounds line is determined by the line between the nearest, most outside points of the nearest, most outside stones on either side of the opening. 
Such a stone wall is by Definitions, Out of bounds not an obstruction and is deemed to be fixed. A player who gets interference from the wall or whose ball lies in or on the wall may only take relief, with one stroke penalty, under Rule 28 (Unplayable ball).

Suggested wording. The title and the penalty may be removed when this Rule stands together with other Rules under a specific headline. The two finishing, red-coloured sentences may be removed.

Out of bounds on hole ... is defined by the outside face of the stonewall (beyond the wall). The out of bounds line is determined by the nearest, most outside points of the stones at ground level. A player who gets interference from the wall or whose ball lies in or on the wall may only take relief, with one stroke penalty, under Rule 28 (Ball Unplayable).  Penalty: Match play - Loss of hole; Stroke play - Two strokes.
