IN DEPTH: From Appendix I Part 4b: "Conditions, such as extreme wetness causing significant amounts of mud to adhere to the ball, may be such that permission to lift, clean and replace the ball would be appropriate." 
This Local Rule may also be used when there is interference from heaps of dung caused by geese or other grazing animals such as cows, horses or sheep. The local rule may be used through the green or only in any closely mown area through the green on one, several or preferably all holes.
The position of the ball must be marked before it is lifted under this Local Rule (see Rule 20-1).

NoteTo avoid the problems that may arise when a ball is being replaced under this Rule it might be better to use the local rule "Preferred lies" which also allows the player to clean the ball - Click to link.
 
Suggested wording. This Rule shall always stand under its own headline.

Cleaning Ball
Through the green/in any closely mown area through the green on hole ... a ball may be lifted, cleaned and replaced without penalty. Note: The position of the ball must be marked before it is lifted under this Local Rule - see Rule 20-1. Penalty: Match play-Loss of hole; Stroke play-Two strokes.
