Water Hazard Deemed to be Lateral Water Hazard from Forward Tee. Decision 33-2a/6 and 33-2a/7. Local Rule. Revised 2015-01-13.
IN DEPTH: From Decision 33-2a/6:" On a par 3 hole a stream or a pond might meet the Definition of a lateral water hazard in play from a forward tee but not from other teeing grounds. Such a hazard should be defined as a water hazard with yellow stakes and there should be a Local Rule to the effect that the hazard is a lateral water hazard in play from a forward tee."
Note: To avoid mistakes it is often better to define the whole hazard as a lateral water hazard ​if the design of the hole permits. In that case there is no need for a Local Rule. - Click for photo.

Suggested wording. The title and the penalty may be removed when this Rule stands together with other Rules under a specific headline.

Water Hazard Deemed to be Lateral Water Hazard from Forward Tee 
During play of hole ... from ... tee the water hazard is deemed to be a lateral water hazard. Penalty: Match play - Loss of hole; Stroke play - Two strokes.
